good morning. i'm garvin thomas. coming up, an inside attack in afghanistan kills four u.s. troops overnight. we'll have details. the rage continues. protesters worldwide call for action over the anti-muslim film produced in the u.s. the search for sierra. today marks a grim anniversary. six months since her disappearance. want to welcome you to the show this morning. good morning. i'm garvin thomas alongside anthony slaughter this morning. it is sunday morning. it's 7:00. want to jump in right now with a quick preview of what the forecast is going to be like today. >> it's going to be nice. very similar to what we saw yesterday if you were out and about you may have noticed it was warm across the bay area.

similar conditions today. cooler but nonetheless we are starting off in some locations much cooler. we're in the 40s in the north bay right now. 45 in napa. 52 in san francisco. as i mentioned, we're not talking about a lot in terms of cloud cover nor are we talking about a lot in terms of technical problems this morning either. nonetheless, we'll get through it. we've got 59 minutes to go. hope you will stay with us. 84 degrees right now later on in san jose. 86 in milpitas. best conditions across the south bay. warm in the east bay but still nonetheless back into the 80s. we were in the 90s yesterday in some locations. one of the best locations to be, san francisco, 67 degrees later on this afternoon. and of course if you make plans to head down to the giants game, keep a jacket handy. temperatures falling into the 50s as we head toward 7:00. overall, not a bad forecast for today. we'll see how the rest of the program shapes up. >> one more week in summer.

59 minutes left in the program. >> all in stride. >> thank you very much. new this morning, another insider attack in afghanistan. the third in three days. four u.s. servicemembers killed in an early morning attack believed to involve afghan police in southern afghanistan. nato says at least one afghan officer opened fire on nato troops at a remote checkpoint. it brings the total number of those killed this week by afghans turning on allies to six. in eastern afghanistan, officials say 45 insurgents and eight civilians were killed in an overnight air strike. also new this morning, changes at u.s. embassies are in effect in the wake of protests about an anti-muslim video that offended many people around the world. u.s. embassy in paris is getting more security from french police. hundreds of people gathered outside in protest and the state department ordered all family members and nonessential government workers from its embassies in sudan and tunisia

to leave. it's also warning u.s. citizens to stay away. in afghanistan, protests continued this morning. kabul university students burned posters of president barack obama and called for the film's producers to stand trial. protestors claim the u.s. isn't doing enough to punish the filmmakers. a southern california man believed to be behind the movie was taken in to speak with federal officers. >> reporter: he willingly went to be questioned not about the movie he's linked to that sparked outrage in the muslim world but for possible probation violation. in 2010, the 55 year old pleaded no contest to federal bank charges and was prohibited from being near computers or on the internet as part of his probation. >> he came along willingly.

he was cooperative. no incidents. he was very helpful to our deputy sheriffs. >> after about an hour and a half of questioning, nakoula was release and dropped off at an undisclosed location. protesters are calling for the u.s. government to prosecutor nakoula and anyone involved in "innocence of muslims". more than 2,000 people gathered today chanting "death to america." hundreds of residents marched toward the u.s. embassy demanding the ambassador of the country leave and the u.s. embassy shut down and as far away as sidney, australia, protesters were injured as they clashed with riot police. >> the white house is insisting it's not being weak but it is

trying to work with foreign leaders toward peace. all the while taking steps to find justice for the four americans killed during the libyan protest including ambassador chris stevens who is from the east bay. the taliban says the anti-muslim film is part of the reason for their attack on an attack in southern afghanistan on friday. two u.s. marines were killed in the attack. that is the same base where britain's prince harry is stationed but sources say he was a mile away when the attack happened. in chicago, a terrorist bombing foiled by an undercover investigation and the alleged terrorist, a teenager. 18-year-old was taken into custody friday night. you're looking at video of his home in the chicago suburb. fbi agents posing as extremists say they gave the suspect a phony car bomb and arrested him after he tried to detonate it outside a bar in downtown chicago. the fbi started monitoring him after he allegedly wrote online about killing americans. the teenager is a u.s. citizen

and he reportedly identified dozens of other potential targets to authorities. he's charged with trying to use a weapons of mass destruction and trying to damage and destroy a building with an explosive. developing news out of fairfield where a triple shooting sent two men and a teen to the hospital overnight. fairfield police received several reports of gun shots before 1:00 this morning on the 1200 block of dana drive near highway 80. officers found a 46-year-old man, a 54-year-old man and a 16-year-old boy suffering from gunshot wounds. all three taken to the hospital where they are being treated for injuries that are not considered life threatening. no arrests have been made. today marks the six-month anniversary of the disappearance of morgan hill teenager sierra lamar. the 15 year old has not been seen since march 16th when she left home for the school bus stop. volunteers and police have been searching since hoping to discover so much as a clue in the case. in may police arrested a

21-year-old garcia torres for murder even though lamar's body has not been found. today friends and family of lamar plan to mark the anniversary with a gathering in morgan hill. they'll hold a balloon release and prayer at 6:30 at the lamar search center. much more ahead on "today in the bay." the powerful typhoon sweeping through asia this morning where it left thousands of people without power and under water. the new pilot program in san francisco pairing abandoned dogs with homeless people. is it working? we'll talk to one woman who says it is giving her a fresh start.

today. a new pilot program in san francisco is pairing abandoned dogs with people who know what it's like to be homeless. a fresh start for both. >> reporter: they say there's nothing like puppy love. >> loves to play. >> reporter: in san francisco, trying to see how powerful it can be. >> changed my life a lot. >> reporter: this woman was once homeless and alone not unlike her foster dog, dexter. >> he needs the love i needed when i was out there before i was rescued. i'm here to give that to him. >> reporter: the two are part of a pilot program called "woof" pairing people who useded to live on the streets with shelter dogs. the idea started with the economic downturn. people were turning in more dogs they couldn't afford anymore. the shelter was full and found they were having to put down 20 more dogs every month. so the city's animal shelter

offered some formerly homeless now living in supportive housing a chance to provide a temporary home for needy dogs. >> i think it's a win-win for everyone. i think we'll see a positive outcome from a program like this. >> reporter: the idea has critics including animal rights activist peta worried the pets wouldn't be well cared for but city housing officials disagree. >> we have been careful to screen individuals who we think are going to do -- we've been very careful to focus on dogs that we think will respond to just a little human touch. >> you can walk the dogs as many times as you want throughout the day. >> reporter: during the six-week programs, the foster owners attend classes learning how to care for puppies and themselves. >> i understand that as a participant in the program i'm prohibiting to panhandle for the duration of my participation in the program. >> reporter: they get a small weekly stipend and much more. >> she really needs me. that really changes your whole perspective when something needs

>> just had our sunrise on 7:00 and as you can see we're seeing that cloud cover burn off. it will be a very slow burn later on today. we're expecting sunshine by mid morning but you know what? we are just about six days away from fall. we have to get you up to speed with what's happening across the bay area. we have just been issued under an el nino watch by the storm prediction center. the climate prediction center put out the fall outlook which also includes below average temperatures for many of our inland locations heading through fall. this is all of the way through november and also because of that el nino watch that we're under, that also means a wetter rain season so something we're watching as we get a little bit closer to fall which starts on saturday. this morning, widespread clouds and fog as you saw in that picture earlier. six days until fall and that also means we'll be looking at slight cooling as we head toward this upcoming week. speaking of cooling, look at how

cold in the north bay. 46 in novato. 52 in san francisco. down to the south bay, 56 right now in san jose. now, as far as the big picture goes, we don't have a lot happening at least at the immediate coastline. just a few clouds hanging out. high pressure that's in control. that's going to remain in control today. tomorrow this cool pool of air is going to spill in and basically it's going to cool us by a couple degrees. we're not talking about major cooldown but places that got into the lower 90s yesterday. you'll be back into the lower 80s come monday and tuesday. again, a slight cooldown but you'll notice it in those inland cities. at the coast, foggy conditions expected through mid morning even in san francisco you will hang onto 50s this morning until about 4:00 or 5:00 when you get into the 60s. highs today, comfortable in the south bay. 84 in san jose. livermore one of the warmer spots at 89. san francisco, not too bad. 67 degrees. making plans to head down to the 49ers game, this is what you can expect. we're talking about temperatures that will be back into the 60s by 3:00.

even by 5:00, we'll be in the lower 60s with that fog making a return by about 7:00 and once that fog starts to push in by 7:00, it will be more breezy. keep those jackets handy. seven-day forecast looks really good. take a peek at it. 80s across the board and then once we head toward the last full day of summer, we have to throw a 90 in on there. it's summer. saturday begins the first full day of autumn and with that not talking about any major swings in our temperatures but it does look like that cooldown that we were talking about as autumn begins may be a little bit of a lag. sometimes things are expected to happen. we'll keep an eye on it. >> did have you a nice summer? >> i did. >> good to hear. >> did you? >> wonderful. >> good. thanks so much. new this morning, a powerful typhoon left tens of thousands of homes without power in southwestern japan. typhoon samba passed over japan's okinawa island before

heading toward the korean peninsula. no reports of deaths or major industries but the typhoon did halt air and sea travel in the area. around 300 flights out of okinawa were canceled, south korea and parts of southern china are now preparing for the storm. the duke and duchess of cambridge are visiting the solomon islands today. thousands gathered around the perimeter of the airport to catch a glimpse of the couple. prince william and his wife, kate, received a traditional welcome before leaving the airport in an open top vehicle meant to resemble a canoe. they will stay in the solomon islands until tuesday. there are plenty of ways to get around san francisco but now there's a new way. one that doesn't involve getting stuck in traffic. as joe rosato, jr., shows us, it doesn't travel around the bay, it travels on it. >> a bunch of old sailors. >> reporter: for much of his life growing up in marin, taylor lewis never strayed far from water. >> always been around the maritime community.

>> reporter: now he's using his nautical pass to start a first of its kind service on the bay. >> currently departing checking in for the day. >> reporter: lewis and his company tideline marine group are offering a taxi service. on demand dock to dock service aimed at giving passengers a whole new transportation option. >> the idea of water taxies has been around for a long time. historically san francisco had a lot of small boat traffic to move around the bay. >> reporter: the port commission signed off on the plan. it gave tideline use of three docks along the waterfront including one near at&t park. >> this is one of our landing spots in the contracts we just received. >> reporter: stops include the ferry building and the hyde street pier and will expand throughout the bay. >> efficient way to get from two points. we're redefining how people see the bay. >> reporter: san francisco water

san francisco police in disguise. they'll be dressed as football fans for tonight's game at candlestick park. because of recent episodes of fan violence, officers say tail be undercover looking for unruly fans wearing either niners red and gold or the detroit lions team colors while patrolling stands and the parking lot. they will enforce the nfl's zero tolerance policy. they'll have to complete a four-hour online class on conduct before being allowed back into an nfl game. the lockout is official. the deadline for nhl league officials and the players union to reach a deal came and went. as the league's collective bargaining agreement expired last night, it boils down to money. players get 57% of revenue and owners want to knock it down by as much as 10%. the money problem between players and owners could mean money problems for san jose business owners as well.

>> reporter: when there's hockey at the shark tank, things are good in downtown san jose. really good. >> that's when we get most of our business. four deep through the bar. all of us are going crazy the whole time. >> reporter: with the nhl lockout under way and the possibility of no season, there's blood in the water. >> if you don't have that through the regular season, it impacts every business down here. if you look right now, tables are empty. i'm sure around the corner tables are empty as well. >> reporter: if there's no season what are you going to do? >> watch football. >> reporter: fans are angry. they say billionaires and millionaires squabbling over more millions. >> you think they would compromise when they make billions every year. >> disappointed you can't watch hockey this year if they don't come to an agreement and hope they do or millions of dollars they already have. >> reporter: team owners and players union take time deciding on how to split up those

millions of dollars, most people have to deal with their own reality if there's no hockey. >> wondering how we'll make rent. wondering how we're going to pay our bills. it's been a slow season for us already and we're struggling to get shifts. >> reporter: no matter how long it takes to get hockey back into the shark tank, the league, the teams and the players most likely will not lose much of their fan base. will you continue to wear your sharks hat and sharks jersey? >> of course. fan for life. >> last time there was a lockout in the nhl was in the 2004-2005 season and the entire season was canceled. the manager tells us they are still recovering from a loss of that business. is it a victory in the fight against obesity or a loss for individual choice? new york city has now become the first in the u.s. to limit the sale of large sugary drinks. it's a move being praised by some and criticized by others.

nbc's craig melvin has the latest. >> reporter: in ongoing battle against the bulge, mayor michael bloomberg landed another blow. >> we have taken bold action in new york city because obesity is a national epidemic getting worse and we're not going to wring our hands about it. >> reporter: in an 8-0 vote thursday, the city's health board approved the mayor's controversial plan prohibiting the sale of sugary drinks larger than 16 ounces. that clears the way for a ban affecting restaurants, food garts, delis, arenas and movie theaters. many consider bloomberg's war on waistlines an attack on personal freedom. >> i'm here to tell mayor bloomberg to mind his own business. >> reporter: last night mockery. >> better safe than sorry. >> reporter: the ban is set to take effect in march but the restaurant and soft drink

industry is considering legal action to stop it. >> you can't go with your loved one to the movie theater and buy a big soda. it has no impact on obesity. this isn't going to affect public health at all. >> that was craig melvin reporting. the ban in new york could have national implications. over the past ten years they banned trans fat, smoking in bars and restaurants and forced chain restaurants to put calories on the menu. all those bans started in new york and spread across america. mouuch more ahead. the latest into the investigation of the attack in libya that killed a u.s. ambassador from the bay area. the chicago teacher strike could end today. we'll have the latest on negotiations.

good morning, everyone. the time is 7:30. looking out at the san mateo bridge. some parts of the bay area still ensconced in fog. anthony slaughter is here and he'll tell you what will happen to that fog. i think it will be good news. >> it is going to be good news. if you like yesterday, you'll enjoy today. pretty much a carbon copy of temperatures. a tad bit cooler. this morning starting off cooler in the north bay. 46 in novato. 52 in san francisco. as you saw in san mateo, 49 degrees is the current temperature. later on this afternoon in the south bay, temperatures will return back into the lower to middle 80s. le 84 in san jose. off to the east bay, temperatures not into the 90s as they were yesterday. we'll have a few spots like livermore into the 80s. closer to the water, oakland back to 75. san francisco, 67 degrees later on. as we mentioned earlier, 49ers

to vote today whether to suspend a massive week long strike. officials from the union and school district met until late last night to work out the exact language of a contract to end the lockout. the district's 25,000 teachers went on strike monday citing an impasse with the district over money and new teacher performance evaluation standards. about 25 people arrested as hundreds marched in new york city ahead of tomorrow's one-year anniversary of the occupy movement. video of the first occupy protest last year in new york city. the birth place of the movement. yesterday about 300 people marched to a small park in lower manhattan that served as headquarters for the movement that spread across the country. the demonstration marked the first of three days of planned events to celebrate the anniversary. here at home, caltrain is investigating a near accident that forced riders to jump out of the way of an oncoming train. it happened late last month at

the south san francisco station but authorities were just notified on friday. passengers had just got off a northbound train and were headed to the parking lot and were nearly hit by a train heading south. the station does not have a gate for crossing arm to prevent passengers from walking across active tracks. caltrain officials say the operator of the train stopped at the station tested positive for marijuana but it's unclear who exactly was at fault. >> it's not acceptable because they are responsible for the public and it's very important that they should be drug tested. that's my opinion. >> the operators of both trains have been placed on a administrative leave and they are required to communicate before entering stations that do not have crossing arms. if weekend plans involving flying in or out of sfo, be ready for delays. airport officials say they expect delays for the next three weekends while one of the airport's main runways are shut down for safety improvement. the first temporary shutdown

began friday night at 10:00 and will last until 8:00 tomorrow morning. menlo park school damaged will open for students tomorrow. thursday's blaze was a bigger problem than it should have been because the fire started in a temporary building that was not equipped with a monitored fire alarm or sprinkler system. the type of building isn't required to have one but officials say it could have knocked down the fire much sooner. the fire burned for about two hours causing $300,000 in damage. several people in one south bay city are being told to boil tap water for the next few days. the california department of public health says people living in the jackson oaks area of morgan hill need to boil their water all this weekend or use bottled water. it's a safety precaution after a pipeline failed in the area. the city is testing the water but won't have the results until later this week. thousands of giants fans are getting ready for lace up their shoes this morning for the 2012

giant race. the event features a half marathon, 10k and 5k walk. runners are getting ready to race this morning. it starts in front of at&t park along king street and will travel the waterfront. the half marathon will continue through pier 39, ft. mason and the marina. there will be staggered start times beginning at 8:00 this morning. all races will finish on the field at at&t park. adult races are sold out. there's a few spots left in the fedex kids race. much more ahead on "today in the bay." coming up, a look ahead at the biggest event in business this week including sales of apple's new iphone. upcoming week in the world of business. >> one of the biggest events this week will be the iphone 5 hitting stores in the u.s. and eight other countries happening on friday. some analysts say more than 10 million new iphones will be sold this week alone and when it is all said and done, as many as 200 million units could be bought and sold adding upwards of half a percentage point to the nation's economic growth rate. the u.s. housing market has been on a mini rebound. this week we'll get more proof of the turnaround. fedex is considered a bellwether for the economy. the more packages it delivers, better things are going in theory. the world's biggest delivery service has said that business has been slowing down and this week all of wall street will hear its forecast for the remainder of the year which of course includes the big christmas delivery season. the organizers of last year's occupy wall street movement say they are coming back to lower manhattan this

at&t park. for those lucky enough to get out on the course, have a great race today. talking about politics. suddenly foreign policy has taken center stage in the 2012 presidential election. who benefits from the past week's events? mitt romney or president barack obama? only one person to ask that question of. larry gerston is here. i've been waiting for this conversation all week. thank you very much. >> lots going on. >> obviously the big news of the week, the attack in libya on the embassy and then also how it relates to this anti-muslim film. obviously within hours literally, that event became a campaign event. >> yeah. just amazing. and a lot of people say, you know, foreign policy, why this? it's unusual. it's unusual that foreign policy suddenly becomes center stage. absolutely. not without precedent. absolutely not. traditionally the nation has a very bipartisan attitude toward

foreign policy. we just don't know a lot about it. we know that. we trust our leaders to go ahead in washington and do what they think is best. that's pretty much how we respond. lots of examples. iraq and afghanistan particularly in the early going crumbling of the soviet union is another example, cuban missiles, things like that. most recently of course iran's potential for developing nuclear weapons. fine and dandy. when this happens, and the nation gravitates around our leaders, the one they gravitate around most is the president. that's the one. you can see bush after the terrorist attacks, 91% public approval and he was leader. >> go way back to iran hostage crisis and how that played out between reagan and carter. how did this play out in this election? often the challenger takes a back seat and says as you said attention focuses on the president. they're the one in charge and challenger takes a back seat and let this play out and i won't

step in. >> commander in chief is a big title. it really is. okay. romney sees a vaguely worded press release and reassured support for all religious. it came out of the embassy as they tried to get their hands around the situation. people didn't know much. when the facts emerged, president obama issued a series of crisp statements condemning the attacks and went to work demanding that the president was on the ballot. meanwhile, the president is acting presidential. that's what he's doing. boom. boom. boom. romney starts acting in many people's eyes politically. politically at a moment when that is the last thing americans want to see. okay. democrats criticize romney. fair enough. that's what you do in this game

but the shock for people was the way many leading republicans criticized him as well and that's something tough to take. >> read more into that. what would that be telling us that the very quickly the response from many republican leaders was not positive about how mitt romney handled that. >> some people begin to think that romney just doesn't have it in some respects. some people -- i mean key republicans -- you begin to see it on airwaves and news talk shows are staking their claim now so if he loses the election they come up with i told you so in 2016. >> that can become a self-fulfilling prophecy if not people jump off the bandwagon. >> too soon. it has potential for drawing up money. seven weeks to go is a lot of time. seven weeks. three debates. a lot could happen. >> the problem right now is that romney has lost a month.

he's lost a month of valuable campaign time. that's because first abortion flare-up with to theacdd akin a lifeless republican convention and enthusiastic democratic convention. stalling. waiting. and by a week of sparring on an issue that he or any other candidate would be hard pressed to win. he's also along the way his critics to define him has perhaps being unprepared in foreign policy and you think about all of the gaffes he's had in britain criticizing the palestinians cultu ururally deficient. wow. begins to paint a picture. >> we've been told it's the economy. it's the economy. it's one thing that still even now we haven't been talking about. so, you know, you're the expert. on election day, will people vote on libya and foreign policy or is it as we're always told,

the economy? >> here's a hint to what you're saying. unemployment claims went up 15,000. that's big news. we're hoping that they'll go down. they've been stalled. they go up. who talked about that? nobody. they talked about libya and president and what romney did so it's another lost week. as we get -- remember, voting starts later this week in some states. as soon as this week. the question is what's going to be most on people's mind? the economy is the big issue in the broader sense but there's also this question of character. preparedness. you want to vote for someone you feel can lead you. and that may be haunting a lot of people. >> in our line of work we try to figure out what people care about and what matters. also there's an element of what's new and the economy has been the subject of years now of people may tire of that. libya is new. talk about that. let's dissect that. >> what will be on their minds

welcome back. taking a live look outside. we have busted out into sunshine and weatherman was right. got to love that. all right. let's talk about your sunday forecast. we are tracking some very cool readings across the north bay as you just saw. we're looking at sun but still very chilly in novato at 46. 48 in napa. 50 in concord. 55 in livermore and we're

already starting to see that sun break through the clouds and that will be the main story as we head through the morning hours. fog hugging the coastline and that will continue to do so until 9:00 or 10:00 at the coast as you saw earlier. we're already seeing that clearing inland. now this cool pool of air is going to spill this way as we head toward monday and tuesday. that basically just means a couple degrees off our daytime highs especially in those inland cities like livermore, concord, fairfield, places into the 90s yesterday. back into the 80s today. much more comfortable weather. even at the coast, temperatures into the 50s and 60s with morning fog and one thing to make note of is high pressure slides out of the area. winds will gust later this afternoon. if you are headed down to candlestick park or anywhere across coastal locations, it's going to be breezy. the fog is starting to clear. you can see from future cast by this afternoon really most inland valleys will be clear. it's at the coast where we still will look at some foggy conditions especially over

toward point rays and then tonight the fog swings in and tomorrow we do it all over again. we clear out tomorrow afternoon nicely and the coast will see sunshine even though it will be more breezy. temperatures will be much more comfortable. as far as today's highs go, back into the mid 80s in san jose. upper 80s as you get toward morgan hill. gilroy near 90 degrees this afternoon. livermore, 89 degrees. fremont, fremont, 81. san francisco, 67 later this afternoon. wine country in the lower 80s. seven-day forecast tells a very telling story for the last week of summer. we mentioned earlier autumn does begin on saturday of this upcoming weekend. overall no big temperature swings. looks like we'll see a cooler day on monday and tuesday but then we're back into the upper 80s by thursday and friday. and that's the way we like to keep it. right? >> yeah. >> enjoy the heat while we can. >> some of the best weather of the year this time of year. thank you very much. got a question for you.
